Staff-Parish Relations Committee

Welcome to the informational page about PUMC’s Staff-Parish Relations Committee (“SPRC”). We hope that the information included here will further the ministry and mission of SPRC, which is to nurture the relations and communication between and among the pastor, staff and congregation at PUMC.

What does SPRC do?

The Book of Discipline of the United Methodist Church requires that all member churches have a staff-parish relations committee (SPRC) or a pastor-parish relations committee (PPRC). Its general responsibilities include, among other things:

  • Nurturing the relations and communication among the pastor, staff and congregation;

  • Hiring, supporting and administering the employment relationship with the church staff;

  • Creating and maintaining personnel policies;

  • Submitting annual pastoral and staff evaluations to the Baltimore-Washington Conference of the United Methodist Church; and

  • Promoting unity in the church.

For a more detailed explanation of SPRC’s ministry and its specific responsibilities, see Sec. 258(2) of the Book of Discipline provided here: http://www.umc.org/what-we-believe/para-2582-pastor-parish-relations-committee

Who are the members of SPRC, and how are they chosen?

PUMC’s Nominating Committee makes recommendations about SPRC membership each year to the PUMC Charge Conference. The PUMC Charge Conference meets toward the end of each calendar year, is presided over by the District Superintendent, and, among other things, votes to approve committee membership at PUMC.

The 2019 members of SPRC are:

Bob Quackenboss (Chair) (RTQ622@gmail.com)

Rob Howard

Laura Tan
Luis Ruiz
Lowell Ely

Carmen Facciobene
Melchora Alexander
Jeff Hardie

*Pastor Laura Blauvelt is a regular non-voting attendee of SPRC meetings (pastorlaurapumc@gmail.com)

What is the best way for me to ask a question, make a suggestion, or share a concern with SPRC?

We encourage members to speak directly with staff members or clergy if you have questions or comments that involve their roles. We find that direct transparent communication is the most effective way to exchange ideas and suggestions in an open, honest, Christian community of faith.  But we also welcome you to attend one of our quarterly meetings (see below) or contact any member of SPRC or Pastor Laura directly if desired (email addresses above). Regardless of your method, please find a way to contribute your ideas and observations to us. SPRC, Pastor Blauvelt and the PUMC staff welcome your input!

Quarterly SPRC Meetings Are Open to the Congregation.

At least once per year, SPRC’s meeting will begin with an “open forum” period (likely for 30 minutes) where  members of the congregation can visit with the committee, ask questions, and provide input.  Our next open forum meeting will be TBD.
